Localities are allowed to simultaneously implement procedures to shorten the time for land acquisition, resettlement, etc. to ensure the handover of 70% of the ground area of ​​construction and installation bidding packages to commence before 20-January 20. 11 and hand over the remaining area in the second quarter of 2023.
